As I recall it's based on/taken from a book or someone's memoirs, something along those lines.

Just from what I remember of the song I assume it's about someone being tarred and feathered, probably for being black.

Okay so, what is the story behind the hidden track on Bright Lights of America (Tar and Sagebrush)? I feel like I should easily know the answer to this but don't. I have the actual CD but can't find it..don't know if the answer's in there.
